Any player who lunges at an opponent in challenging for the ball from the front, from the side or from behind using one or both legs, with excessive force or endangers the safety of an opponent is guilty of serious foul play. Violent conduct is when a player uses or attempts to use excessive force or brutality against an opponent when not challenging for the ball, or against a team-mate, team official, match official, spectator or any other person, regardless of whether contact is made. In addition, a player who, when not challenging for the ball, deliberately strikes an opponent or any other person on the head or face with the hand or arm, is guilty of violent conduct unless the force used was negligible.

Where an offence is committed and the offender cannot be identified, the senior team coach present in the technical area will receive the sanction. The following offences should usually result in a warning; repeated or blatant offences should result in a caution or sending-off:. If the ball is out of play, play is restarted according to the previous decision. If the ball is in play and a player commits a physical offence inside the field of play against:.

If the referee stops play for an offence committed by a player, inside or outside the field of play, against an outside agent, play is restarted with a dropped ball, unless a free kick is awarded for leaving the field of play without the referee's permission.

If an offence is committed outside the field of play by a player against a player, substitute, substituted player or team official of their own team, play is restarted with an indirect free kick on the boundary line closest to where the offence occurred.

If a player makes contact with the ball with an object boot, shinguard etc. If a player who is on or off the field of play throws or kicks an object other than the match ball at an opposing player, or throws or kicks an object including a ball at an opposing substitute, substituted or sent-off player, team official, or a match official or the match ball, play is restarted with a direct free kick from the position where the object struck or would have struck the person or the ball.

If a substitute, substituted or sent-off player, player temporarily off the field of play or team official throws or kicks an object onto the field of play and it interferes with play, an opponent or match official, play is restarted with a direct free kick or penalty kick where the object interfered with play or struck or would have struck the opponent, match official or the ball. The referee awards a penalty kick to Team A.

The sanction depends on the severity of the offence. If the defender:. The player is sent off red card for violent conduct. The assistant coach is sent off for deliberately leaving the technical area to act in a provocative manner. Team B player must be cautioned yellow card for delaying the restart of play. Play is restarted according to the previous decision free kick.

The referee stops play and awards a penalty kick to Team B. The defending player Team A must be sent off red card. The referee allows play to continue as advantage for a DOGSO offence reduces the sanction to a caution yellow card and the subsequent challenge is not an offence.

Play is restarted with an indirect free kick to the opposing team as outlined in Law Play is restarted with an indirect free kick to the opposing team on the boundary line nearest to where the offence striking occurred.

The player is sent off red card. The hands and arms of all players, including the goalkeepers, are not considered. For the purposes of determining offside, the upper boundary of the arm is in line with the bottom of the armpit.

The shoulder is not part of the arm for handball. It is therefore a part of the body with which a goal can be legitimately scored and so must be considered when judging offside.

A direct free kick is awarded if a player commits any of the following offences:. Changes to Law Direct free kick — Handling the ball. An indirect free kick is awarded if a player:. Disciplinary action — Cautions for unsporting behaviour. There are different circumstances when a player must be cautioned for unsporting behaviour, including if a player:.

They also assist the referee in all other matters involving the running of the match at the request and direction of the referee.

The additional assistant referees are not allowed to enter the field of play unless there are exceptional circumstances. Goal kick The additional assistant referees must check if the ball is placed inside the goal area.

If the ball is not placed correctly, the additional assistant referee must communicate this to the referee. Penalty kick The additional assistant referee must be positioned at the intersection of the goal line and the goal area, and the assistant referee should take up a position in line with the second-last defender. Kicks from the penalty mark The additional assistant referees must be positioned at each intersection of the goal line and the goal area, to the right and left of the goal respectively.

The additional assistant referees are responsible for indicating to the referee when the whole of the ball has passed over the goal line, between the goalposts and under the crossbar. Signalling system for the additional assistant referees The additional assistant referees will use a radio communication system only and not flags to communicate decisions to the referee.

In the event of a breakdown of the radio communication system, the additional assistant referees will use an electronic signal beep flagstick to indicate their decisions. As a general rule, the additional assistant referee must not give obvious hand signals. However, in some instances, a discreet hand signal may give valuable support to the referee.

The hand signal should have a clear meaning. The meaning should have been discussed and agreed upon in the pre-match discussion. Kick-off The assistant referees must be in line with the second-last opponent. General positioning during the match The assistant referees must be in line with the second-last opponent or the ball if it is nearer the goal line than the second-last opponent. The assistant referees must always face the field of play. Goal kick 1. Goalkeeper releasing the ball The assistant referees must take a position in line with the edge of the penalty area and check that the goalkeeper does not touch the ball with his hands outside the penalty area.

Once the goalkeeper has released the ball, the assistant referees must take a position to check the offside line, which is a priority in any case. Penalty kick The assistant referee must be positioned at the intersection of the goal line and the penalty area. If the goalkeeper blatantly moves off the goal line before the ball is kicked and a goal is not scored, the assistant referee must raise his flag.

Kicks from the penalty mark One assistant referee must be positioned at the intersection of the goal line and the goal area. On occasions when the whole of the ball does not cross the goal line and play continues as normal because a goal has not been scored, the referee must make eye contact with the assistant referee and if necessary give a discreet hand signal.

In this position he must not interfere with the player taking the corner kick. He must check that the ball is properly placed inside the corner arc. However, he must be ready to follow the ball by moving down the touch line towards the corner flag if there is a direct shot on goal. Running technique As a general rule, the assistant referee should face the pitch whilst running. Side-to-side movement should be used for short distances. This is especially important when judging offside and gives the assistant referee a better line of vision.

Signal beep Referees are reminded that the signal beep system is an additional signal to be used only when necessary in order to gain the attention of the referee. When making a signal, the assistant referee must stop running, face the field of play, make eye contact with the referee and raise the flag with deliberate not hasty or exaggerated motions.

The flag should be like an extension of the arm. The assistant referees must raise the flag using the hand that will also be used for the next signal in a sequence. If circumstances change and the other hand must be used for the next signal, the assistant referee should move his flag to the opposite hand below the waist. Whenever the assistant referee signals that the ball is out of play, he must continue to signal until the referee acknowledges it.

The assistant referee may also make a direct signal if the decision is an obvious one. He then uses his flag to indicate the area of the pitch in which the offence occurred. If the flag is not immediately seen by the referee, the assistant referee must keep signalling until it has been acknowledged or the ball is clearly in the control of the defending team.

The flag must be raised using the right hand, giving the assistant referee a better line of vision. Substitution When dealing with substitutions, the assistant referee must first be informed by the fourth official. The assistant referee must then signal to the referee at the next stoppage in the match. The assistant referee does not need to move to the halfway line as the fourth official carries out the substitution procedure. If there is no fourth official, the assistant referee must assist with substitution procedures.

In this case, the referee must wait until the assistant referee is back in position before restarting play. In all other situations, he must wait and offer his opinion if it is required. If this is the case, the assistant referee must report what he has seen and heard and which players are involved to the referee. In this case, it is very important for the assistant referee to make eye contact with the referee. Falcons Hamilton Dec. Emmanuel Aggrey-Mensah Apr. Physical Education Teacher at no at no.
